Health System Specialist (GHATP Trainee)

Summary This position is being filled under the Pathways Recent Graduate Program.
This program provides recent graduates with work experience directly related to their degree and career goals while offering eligibility for conversion to permanent employment upon completion of the program requirements.

Responsibilities The position serves as a Health System Specialist (GHATP Trainee) within a one year formalized national training program (June to June).
The Graduate Healthcare Administration Training Program (GHATP) is designed so that the position acquires the knowledge, skills, abilities and competencies necessary to assume progressively more complex responsibilities and assist the Office of the Medical Center Director in successfully meeting its mission and strategic goals.
The position will develop an individual development plan (IDP) and receive recurring progress reviews by the supervisor duties include but may not be limited to the following:
Utilizes data and reporting tools to develop health-planning strategies impacting the operations of medical centers, network offices, and/or VHACO program offices.
Gathers organizational data from reports and TRIP packs in preparation for media and community events either separately or in conjunction with the Public Affairs Office.
Displays knowledge of VA priorities and mission statements to recommend improvements to policy and procedures related to budget and administrative operations.
Manages, leads, and administers project plans which include meeting objectives, assigning resources, giving briefings and presentations as project representative, maintaining quality assurance processes, creating project documentation, and completing after action review reports and follow-up procedures in conduct comprehensive project management.
Participates in disaster preparedness and emergency management planning meetings to evaluate efficiency and effectiveness of policies and procedures.
Attends facility/Network/and VHACO program office strategic and succession planning meetings to observe techniques and methodologies in VHA personnel management.
Reviews and reports on facility policies in preparation for surveys, audits, and inspections in quality assurance, compliance, and procedures governed by internal and external organizations.
Develops and presents an innovative project recommending improvements to policies, procedures, and services provided by VHA at the American College of Healthcare Executives (ACHE).
Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
Selection at a lower grade level does not guarantee promotion to the full performance level.
The grade progression for this position is GS-11.
The major duties listed above represent the full performance level of GS-11.
At the GS-09 grade level, you will perform assignments of a more limited scope and with less independence.
You will progressively acquire the background necessary to perform at the full performance level of GS-11.
Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.

RECENT GRADUATE REQUIREMENT:
You must have obtained a qualifying associates, bachelors, masters, professional, doctoral, or technical/vocational degree or certificate from a qualifying educational institution within the previous two years.
Applicants must meet each of the following requirements:
Time-in-Grade, Individual Occupational Requirement, AND Specialized Experience / Education / Combination of Specialized Experience and Education.
These are separate requirements.
Interchange Agreement:
Applications will be accepted for this position under the Interchange Agreement as outlined in VA Handbook 5005, Part III, Appendix C.

TIME-IN-GRADE REQUIREMENT:

INDIVIDUAL OCCUPATIONAL REQUIREMENT:
1.
Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field.
This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities.
Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems Regulations and standards of various regulatory and credentialing groups Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

Education:
Undergraduate or graduate education with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

MINIMUM QUALIFICATION REQUIREMENT:

GS-9 SPECIALIZED EXPERIENCE REQUIREMENT:
You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization.
Qualifying specialized experience is defined as:
Processing and analyzing data; presenting the data for use by decision makers and other stakeholders.
Organizing work, setting priorities, and determining resource requirements.
Determining short- or long-term goals and strategies to achieve them.
Coordinating with other organizations or parts of the organization to accomplish goals.
Monitoring progress and evaluating outcomes.
Possessing proficiency in computer skills, technology, and document creation through Microsoft Office suite applications.
Composing and editing executive correspondence while demonstrating expert knowledge of grammar, spelling, and punctuation.
