Summary:
The Director of Programs must provide program vision and strategic direction for program management operations across multiple programs. The Director is responsible for ensuring all program management initiatives are seen through to acceptable completions. The Director also conducts annual financial budgeting, forecasting and reporting; coordinates and facilitates program planning, proposal development, execution, monitoring, and control and reporting; serves as the primary program point of contact to executive management; and is responsible for managing and coordinating resource utilization across all programs. The Director must display excellent skills in management techniques, counseling, employee relations, tactical and strategic business planning, policy development and organizational design and must have experience in building and developing employees in a rapidly growing company. The Director must also have budgeting and planning experience.
Essential Duties &
Responsibilities:
Direct all phases of programs from inception through completion
Responsible for overseeing cost, schedule, and technical performance over multiple programs
Establish milestones and monitor adherence to strategic plans and schedules, identify program problems and enact solutions, such as allocation of resources and contractual specifications (scope)
Effectively communicate programmatic expectations and goals to leadership and subordinates
Understanding of the practices used in functional testing, operational readiness of program hardware and logistical support from original concept through final implementation
Communicate company direction, approach, priorities, events and status to all Program Managers
Track program progress and conduct status meetings with Program Managers
Provide direction to Program Managers to mitigate program risks and interdepartmental management issues
Responsible for defining program scope and objectives aid Program Managers with the development and monitoring of program work plans, schedules, estimates, resource plans and status reports
Act as a liaison to various teams (Operations, Production, Development, Program Support, and Executives) to identify and assess program processes, workflows, business requirements, technological enablers, financials, and communication
Interface with executive management to confirm program sponsorship and support, report progress, achievements, and significant issues and risks
Develop new business and/or expand the product line with the customer
Recommend cost-effective solutions to address program challenges and/or opportunities

Education &
Experience:
Bachelor's Degree required; Master's Degree preferred
Five plus (5 ) years of Program Management experience preferred
Three plus (3 ) years of Department of Defense (DoD) related Program Management or equivalent experience preferred
10 years leading strategic initiatives and dynamic teams
Department of Defense Security Clearance Secret required, Top Secret preferred
Program Management Professional (PMP or PgMP) Certification highly desirable
Job Knowledge, Skills & Abilities:
Knowledge of program and product management techniques
Must demonstrate understanding and utilization of Deltek Budgeting & Planning software
Exercise leadership competencies in: customer focus, open and direct communication, conflict resolution, ability to mentor and professionally develop subordinates, being a change driver, process improvement, and ethics, compliance and safety
Demonstrated ability to communicate with all levels of personnel, from entry-level to executive management
Prior experience developing and adherence to Statement of Work (SOW) and Performance Work Statement (PWS)
Prior experience developing program policies, program management systems
Proven experience with relevant product and industry knowledge
Must demonstrate the following skills: excellent written and verbal communication, organization and planning, problem analysis and problem-solving, team-leadership, formal presentation, persuasiveness, adaptability, innovation, judgment, decision-making, stress tolerance, collaboration, self-motivation
Must have the ability to acquire a US Security Clearance is mandatory
