Type of Appointment : This is a Career/Career-Conditional Appointment and does NOT require membership in a compatible military assignment in the Army or Air National Guard. This is a full-time, non-dual status, competitive, permanent position.

Organizational Structure : This position is located within the Human Resources Office (HRO) in Nashville, TN. The purpose of this position is to provide technical, procedural and evaluative assistance in the area of employee benefits for both Army and Air National Guard organizations.

As a Human Resources Specialist (Employee Benefits), you will:
Provide technical guidance and procedural assistance to managers, supervisors, and employees in executing a variety of employee benefits programs, which may include workers' compensation, retirement, health and life benefits, Thrift Savings Program (TSP), etc;
Investigate facts and develop cases relative to on-the-job injuries, illnesses, processes non-routine and routine claims;
Assist in administering the retirement programs for technicians desiring to retire under any of the retirement systems;
Compose letters or summaries relating to a variety of employee benefit matters;
Develop, modify, and conduct presentations of basic and/or refresher training in employee benefit procedures such as workers' compensation, retirement, TSP, etc.
To qualify for this position, you must have: A. One year of specialized experience comparable in scope and responsibility to the GS-07 level in the Federal service (obtained in either the public or private sectors) and provided the knowledge, skills and abilities required to perform the duties of this position. Specialized experience may have been demonstrated by investigate facts and develop cases relative to on-the-job injuries, illnesses, processes non routine and routine claims; advise supervisors and employees on regulatory requirements of the employee benefit programs; review workers' compensation and/or injury claims and medical documents; and provide counseling to management, employees, retirees, and family members on the complex retirement insurance benefits, entitlements/options.

B. A master's or equivalent graduate degree or two years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. An academic year of graduate education is considered to be the number of credit hours that the school attended has determined to represent one academic year of full-time study. This determination is made based on normal course loads for a full year of study in the graduate program. If that information cannot be obtained from the school, 18 semester hours or 27 quarter hours will satisfy the one year of full-time study requirement.

C. A combination of graduate education and specialized experience. To combine education and experience, determine the applicant's total qualifying experience as a percentage of the experience required for the grade level. Then determine the applicant's education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify.

Condition of Employment:
This position meets the criteria of a Non-Dual Status Management Plan as follows: The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force.
Work Schedule - 7:00 am to 3:30 pm.
Comp time in lieu of over time used.
Additional travel may be required for training.
