The spectrum of duties and responsibilities will not differ significantly from the journeyman position description, however, the level of independence, autonomy and unique controls will be limited. This is essential in order for the incumbent to fully learn the scope of duties and responsibilities over a period of time, not less than a year. The areas outlines in the journeyman PD# 70478-0; Staff responsibilities; Manpower Utilization and personnel; Special Studies and Assistance; Reports; Reviews; and, Committee Duties will require time on the job to fully develop competence and establish independence. It is anticipated that the supervisor will provide significant and regular guidance on a pre-assignment basis and post -assignment feedback to the incumbent so as to maximize the learning opportunities associated with the completion of required tasks during the development period. The incumbent will not be expected to have a fluent knowledge of the various laws, policies, regulations and relevant operational procedures in the developmental phase of employment. However, it will be critical that the aforementioned fluency is developed by the incumbent during the initial stages of employment. Operational guidelines and instructions will be provided by the supervisor. These instructions will include a process by which the incumbent will be introduced to the myriad of laws, regulations, policies and procedures which is critical to the professional execution of duties associated with the journeyman level of performance. During the developmental period the incumbent will be given task/assignments of moderate complexity early in the educational process followed by more difficulty and extensive assignments. Ultimately, this progression will result in a fully competent employee capable of handling the most complex challenges that might be assigned. Initial tasks will most likely involve either narrowly focused problems or broader problems with a limited number of variables to consider. The effects of their work during the developmental phase will be considered critical and acted upon as if it had been developed independently; however, any products, reports, recommendations will only be generated with significant influence and oversight by the supervisor. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
